From the Department of Fatwa and Judiciary, 48 specialists graduated in a grand ceremony and were presented to society for service.
Under the presidency of Herat’s Mullah Ali al-Qari University, 48 scholars completed two years of study, fulfilled the prescribed curriculum, and answered designated legal inquiries before graduating. To mark the occasion, a graduation ceremony was held in the Molana Mohammad Balkhi Hall, attended by officials from various military and civil institutions of Herat, families of the graduates, and thousands of citizens.
The ceremony began with the recitation of verses from the Holy Qur’an by Qari Mawlawi Abdul Qadir. Afterwards, respected professor Mufti Ahmad Eskandari of Mullah Ali Qari University delivered introductory remarks, congratulating the graduates.
Then, Sheikh Mawlawi Abul Khair Abdul Rahman Mo’tasemi, head of the Scholars’ Council of Nimroz and professor of Hadith, addressed the graduates, urging them to act with sincerity in fatwa and judiciary, and to serve wherever opportunities arise.
Similarly, Sheikh al-Hadith Mawlawi Borjan, head of Darul Uloom Rahmaniya, advised the graduates to exercise precision in issuing fatwas, not to regard the positions of fatwa and judiciary as ordinary, to remain committed to the Islamic Emirate, and to follow essential guidance.
Later, Sheikh al-Hadith and Tafsir Mawlawi Abdul Ghani, president of Herat University, gave an inspiring speech, praising the Islamic Emirate for honoring scholars. He emphasized that this achievement is the result of the sacrifices of martyrs, and now under an Islamic system, scholars have the opportunity to pursue education at the doctoral level.
Towards the end, Dr. Mufti Mohammad Reza Rakhshani, professor at Mullah Ali Qari University, welcomed the distinguished guests, appreciated their presence, and advised the graduates not to rush in issuing fatwas until they fully understand the matter. He stressed the importance of consulting texts, commentaries, causes, principles of jurisprudence, and principles of fatwa before issuing rulings.
Finally, the attending sheikhs and khalifas tied turbans on the graduates according to their academic scores, and each received a certificate from the university president, Dr. Mufti Abdul Sattar al-Mohsen. This spiritually uplifting and joyous gathering concluded with prayers by Mufti Mohammad Sarwar, head of Darul Uloom Herat, for the continuity of the Islamic Emirate and the welfare of Muslims.
